Summary
The Institute for Cooperative Research was founded in June 1947, for the purpose of coordinating the many diverse research projects carried out by Johns Hopkins faculty under contracts with the United States Government. Such research had begun in earnest during the Second World War, spurred by the need for new military and industrial technology. When the war ended, government- and industry-sponsored research continued with barely a pause, and the university soon realized it needed a formal organization to oversee and administer the contracts under which the research was carried out. Thus, the ICR was founded in June 1947, "to administer, provide advisory aid, scientific material and fiscal controls, while leaving researchers a free hand to direct technical aspects of their work." TheDirector was responsible to the President of the University for administrative cognizance of all contract research undertaken by the University except that performed by the Applied Physics Laboratory.
